Moderate changes with defined cost, schedule or risk implications escalate to sponsor oversight. Material changes that alter investment case assumptions or strategic intent require steering committee endorsement.
The strength of this approach lies in defining thresholds before pressure arises. When escalation criteria are negotiated during moments of urgency, consistency erodes and confidence declines.

Practical Controls That Protect Both Delivery and Velocity

First, establish objective tolerance bands tied to cost and schedule variance. This removes subjective debate and accelerates decision-making.

Third, define governance turnaround expectations. A disciplined process loses credibility if approvals stall unnecessarily.
Fourth, maintain a transparent change log summarising total approved impact against original baselines. This preserves executive awareness.

In vendor-involved programs, unclear change governance frequently evolves into commercial tension. Ambiguous scope boundaries create interpretation gaps. Interpretation introduces negotiation. Negotiation introduces delay and cost escalation.
